If they are taking Michelin tires from Halifax to France, while going to St. Pierre and Baltimore on the way, the ship might be a good way to ship things back and forth between France and St. Pierre, considering Halifax is relatively close to St. Pierre from a French perspective. The French government could be involved, as you mentioned. Maybe they'll ship stuff from France to St. Pierre, and load stuff in St. Pierre, Halifax, and Baltimore on the way back to France.
I think sailing, LNG, and nuclear powered ships will become increasingly popular.
