Empire, civilization, etc seem to me to grow because of a certain new technology based on a certain resource. Say rainfall/irrigation, or trees/boats or simply planting/grains. The downfall of civilisations come about because either the technology overtaken or the resource depleted.
Somewhere in Peru I think there is evidence of canals creeping ever higher along the hillside to plant more and more land as the irrigated land became to saline from the runoff water, until they couldn't go any higher.
Maybe the same happened with the building of fortress walls, initially it allowed growth by defense but eventually the opposing technology of trebuchet overcame the walls.
Then there is fossil fuel and ICE.
The legitimate object of government, is to do for a community of people, whatever they need to have done, but can not do, at all, or can not, so well do, for themselves -- in their separate, and individual capacities.
