Ya think? I'd say Cheney and the other three that preceded him are there to beg, plead, bargain, and bribe for as much of Kazakhstan's oil as we can get. Otherwise, China gets about all of it, it would seem.
It's all part of the growing American-Chinese rivalry for what's left of the world's recoverable oil. It's kind of like a pack of jackals squabbling with a pack of hyenas over a carcass.
