Going Dark and Fake Voyages: The Tricks Used to Dodge Trade Sanctions thumbnail

As the U.S. looks to enforce sanctions aimed at halting trade with states such as Iran and Venezuela, there’s increased scrutiny on the tricks being used to keep commodities flowing to and from blacklisted countries.

Ships vanishing from tracking screens, clandestine transfers on the high seas and fake destinations are among some of the tactics used to hide the business from authorities, according to analysts who track flows around the world. These maneuvers have helped Iran continue with about 300,000 a day of oil exports in June, half of which went to China, according to Bloomberg Intelligence.

Here’s a description of how some of those tricks work.

1. Going Dark

A common method to transport Iranian oil or North Korean coal with stealth is to turn off the Automatic Identification System, an electronic device that pinpoints a ship’s location. Known as going dark, a vessel flicks the switch before berthing and typically reappears days later, masking the location of its load or discharge port. Ships can sometimes still be tracked by satellites, but even that is limited by scope and weather.

“With the world’s oceans so vast, satellite imagery can only look in so many places at once, despite the technological advances in recent years,’’ said Tom Kenison, an analyst at industry consultant FGE . It’s also weather dependent as heavy cloud cover can obscure the view, he said.

2. Ship-to-Ship Transfers

A method that often goes hand-in-hand with going dark. A first vessel will take its clandestine cargo away from the country in question before transferring it to a waiting ship, all of this happening out of sight. The vessels will then sail in different directions. For about a third of Iranian exports of crude and oil products, more than one tanker typically handles a load before it’s delivered to its final destination, said Ilya Niklyaev, an analyst at data intelligence firm Kpler SAS.

Common locations for transfers are the Sharjah and Khor Fakkan anchorages off the United Arab Emirates, the Malacca Strait and Nipah anchorage off Indonesia and areas off Sri Lanka and the Maldives, according to Kpler and FGE. Tankers are also trying to be more discreet and are increasingly conducting transfers away from designated anchorages, FGE’s Kenison said.

3. Fake Destinations

Signaling the wrong destination to load or unload is another technique. Ships that intend to take cargoes from Iran may indicate their loading ports in sanction-free Qatar, Saudi Arabia or Iraq, while those vessels on their way to North Korea may show a port in north-east China as their landing point. Ships can keep changing their destinations and end up not berthing at any of them.

4. Rebranded Barrels

Iranian barrels can also be rebranded as oil from a nation free from sanctions such as Iraq, according to FGE’s Kenison. The countries share fields along their border and the crude has similar characteristics. Oil from these deposits can be trucked out of the Persian Gulf state to another port and documents forged to hide Iran as the origin, he said. Still, there is a level of risk. Tests are typically carried out on the crude at the landing port and if the parameters don’t meet the contract specifications, the cargo can be rejected.

Some Shipments Are Still OK

While this might not be a premeditated strategy aimed at skirting sanctions, some companies may continue to receive oil from sanctioned nations as a repayment for earlier investments in fields or other infrastructure. In China, for example, refiners are expected to continue lifting 250,000 barrels a day of Iranian oil for this reason, according to FGE estimates. China National Petroleum Corp., known as Sinopec, has invested in projects in Iran and Venezuela, another country under U.S. sanctions.

    The uS has no business or mandate dictating other nations lawful trade practices.

    The world should impose sanctions on the uS instead. Id love to see the uS try to power its shop-drive-consume-war economy on its vastly depleted oil reserves alone.

    Humans are not capable of full understanding the complex planetary and human system we are in. What further complicates this is human irrationality and narrow rationality that attempts to understand this complex situation. Higher academics and the scientific process is now corrupted and of little use. It is actually making the situation worse by not knowing limits or tradeoffs. This then leads to all kinds of dysfunctional results. Our civilization is now in dysfunction, irrationality, physical decay but with powerful nodes of growth. These nodes of growth are also cancerous matastisizing into healthy areas.

    Our complex system is self-organizing but with human management. The self-organizing is complex human and non-human. We then have climate and the other planetary systems and finally the sun. All this is way beyond the best human intellect and computing. Peak oil dynamics is more than absolute volumes or production rising or declining. It is more than quality and affordability. What it is really about is the systematic nature of approaching the inflection point of net energy. It is about the approach or the departure not the point. This is one of the processes that governs the human engine of growth. Peak oil dynamics is just one of the many negatively converging collapse variables. Economics is another human dynamic that is complex and systematic. It is not only about growth or decline but the approach to the inflection and the ability of humans to adapt. Adaptation is what it is about in regards to entropic decay of our physical and non-physical system. The excessive debt we have today is not about bankruptcy or only about declining growth, it is about malinvestment and unsustainability of that malinvestment.

    When we combine all these variables, we then see our human narrative is not up to the task of explaining this phenomenon nor likely adapting to it in regards to long term survival. Yet in the shorter term we are adapting. It is for the awakened individuals to assist this process. There are very few of these type personalities because these types of people are a quasi-status quo anti-status quo type. It will be these type people who will be able to help their local adapt by the wisdom of the collapse process.

The new charges claim that “Epstein sexually exploited dozens of underage girls in a now-familiar scheme: paying them cash for ‘massages’ and then molesting or sexually abusing them in his Upper East Side mansion or his residence in Palm Beach.” Epstein also donated $10,000 to Victory in New York, a fundraising committee established between Schumer and the Democratic Senatorial Campaign Committee. He also donated $5,000 to Win New York, a Schumer-linked joint committee that benefited the Liberal Part of New York State. Both of these donations took place in October 1998 and benefited the Liberal Party of New York, as Epstein had likely already hit his $2,000 limit in donating directly to Schumer. The NY Post says that Schumer and Schumer-linked entities received $22,000. A spokesman for Schumer said: “While these campaign accounts closed about 20 years ago, and even then the campaign never controlled the two political action committees (PACs), Senator Schumer is donating an equal sum to anti-sex trafficking and anti-violence against women groups.” Schumer previously donated $14,200 to charities supporting women after it was revealed he had taken that amount in donations by accused sex predator Harvey Weinstein. Schumer demanded on Tuesday that Labor Secretary Acosta resign, stating: “Instead of prosecuting a predator and serial sex trafficker of children, Acosta chose to let him off easy. This is not acceptable. We cannot have, as one of the leading appointed officials in America, someone who has done this.” Schumer said the DOJ should make its public review of Acosta’s handling of the case public. Finally, Schumer has demanded that Trump elaborate on comments he made in 2002 when he called Epstein a “terrific guy”.

    I am spending less time on this lame unmoderated forum to concentrate on my own blog. I do want to thank all those who have attacked me with giving me material for growth. I have saved the best of my comments for my new blog. I have years worth of material. I have enjoyed moderating the worst of you and neutering your selfish useless agendas. I will still be here it is just I will be spending more time putting out a blog. I don’t expect much of a following with my blog. This is more a personal effort to assemble what I have learned over the last 10 years of formulating my REAL Green Deep Adaptation. Many of my ideas and lifestyles are not mine. I barrow what ever works. I do not claim anything either. It is an open source effort. Anyone can take what I am offering and use it however you want. Take my title if you like.
