The 350 initiative came out when we were already around 380. Their whole concept was for humanity to go carbon negative until we got back down to 350. 350 was believed to have been the peak in any interglacial over the last 3 million years. Therefore they proposed that 350 was the "safe" maximum level of atmospheric CO2 to avoid major climate impacts.

The only reductions in rate you are seeing is the "noise" in the statistical record. A week or even a month here or there gives a hopeful sign, but the vast preponderance of the data shows a steadily increasing rate of CO2 accumulation.
