The King of Jordon is a Technotopian who believes technology can fix anything and everything. Other than the lands around the Dead Sea and in its geological depression the country is hundreds of meters above mean sea level so sea level rise is no threat. Why not let investors spend their money making synthetic oil out of the kerogen rich shale? If they succeed then the King looks good and makes his country less dependent on other countries for energy resources. If they fail then a few square miles of lightly occupied desert is despoiled and no doubt he is using his own land so there is no NIMBY problem to deal with. This is a win-win for the King even if the process never produces a drop of useful oil because it makes him look like he is doing something, and if it succeeds so much the better.

Shale is the worst form of oil deposit. You need tons of water and fuel to get at it. Oh Jordan doesn't have water, screw that.
