This is what I gathered from the video:

Solar, hydro, and wind power should be utilized.

Climate change is a reality and that is seen in stronger storms that hit the country as well as environmental damage. Dealing with it, then, is understandable, but basic needs of people in poor countries take precedence, and that will require the use of oil and even coal.

The problem with dealing with climate change is that richer countries can afford to make cuts but poor countries can't. They need to industrialize.

On top of that, most of the emissions take place in richer countries. In which case, richer countries must sacrifice more while poor countries must be allowed to increase use of oil to meet basic needs.

The treaty also refers to incentives given to develop technology to deal with the problem, but there will be no funds to pay for damages caused by climate change. This may lead to problems for poor nations, especially given the possibility that leaders like Trump might be cutting down on spending in the future. That's good for Americans, but that will mean less aid for poor countries.

Also, poor countries should have a greater say in the treaty, but they likely won't. That's another reason to think carefully about such.

Filipinos have sacrificed enough for decades. They are poor and not as well-schooled as their richer counterparts, and that's more reason for them to study any climate treaty carefully before it becomes binding for the nation.

Thus, employment of renewable energy but also continued use of oil and coal will have to take place.

Propoganda- the US has similar popularity in the Philippines to Duterte. His most unpopular policy is regarding Chinese development of the shoals, turning a blind eye to militarization. The few thousand murders in the Philippines recently are insignificant next to what happens in the SC Sea next few years. Trump is right, ignoring these military installations by China in the midst of the world's busiest shipping lanes is to surrender to Chinese adventurism. The US best leverage on Duterte is to consent to all but one point on his agenda. It is easy enough for Duterte to backtrack & claim he was responding to the lack of credible US resolve under Obama, reconsider his shoals position & flip back to US ally stalwart lickety split.

South China Sea: Duterte orders Philippines military to occupy islands

Hong Kong (CNN)Philippines President Rodrigo Duterte said Thursday he has ordered military personnel to occupy all Philippines-claimed islands in the disputed South China Sea.

"We tried to be friends with everybody but we have to maintain our jurisdiction now, at least the areas under our control. And I have ordered the armed forces to occupy all these," he said during a visit to a military camp on the Philippines island of Palawan.

Duterte said he may raise the Philippines flag on Pagasa Island, also known as Thitu Island, on the country's independence day on June 12.

Thitu is in the Spratly island chain, parts of which are claimed by the Philippines, China, Taiwan, Malaysia, Brunei and Vietnam.

He said the Philippines should "fortify" its territory: "(We) must build bunkers or houses there and make provisions for habitation."

Duterte has a history of making wild claims and pronouncements he does not necessarily follow up on. In December, he had to walk back a story he told about throwing someone out of a helicopter.

Trump meets with Xi Thursday at his Mar-a-Lago estate in Florida, though it is unclear whether the South China Sea issue will come up. Tillerson meanwhile remains impotent & ignored.

China fighter plane spotted on South China Sea island

A Chinese fighter plane has been spotted on a Chinese-held island in the South China Sea, the first such sighting in a year and the first since U.S. President Trump took office, a U.S. think tank reported on Thursday.

The Asia Maritime Transparency Initiative (AMTI), part of Washington's Center for Strategic and International Studies, said the J-11 fighter was visible in a satellite image taken on March 29 of Woody Island in the Paracel island chain.

Referring to the single fighter plane visible in the image, he said: "There are likely more in the hangars nearby."

Poling said it was unclear how long the plane had been there, but added that similar deployments on artificial islands China has built further south in the South China Sea's Spratly archipelago could be expected now that military facilities had been completed there.

The United States has said in the past that rotational deployments of Chinese fighter jets to Woody Island were part of a disturbing trend of militarization that raised questions about Beijing's intentions in the South China Sea, which is an important trade route.

News of the sighting came as Trump was in Florida for meetings with China's President Xi Jinping on Thursday and Friday at which he is expected to air U.S. concerns about China's pursuit of territory and militarization of outposts in the South China Sea. (or just play some golf)

From what I know, the Philippines has been doing that since 1994. The problem is right after that some U.S. companies started dealing with China over oil exploration in the region.
