The estimated total recoverable resources (Yet to find) of East Siberian and Chukchi Seas constitutes more than 8 billions of tons in oil equivalent (more than 60 billions barrels) (Geology and Mineral resources, 2004). According to the another opinion (Arctic Today..., 2006), taking into the consideration the geological correlation with Arctic Alaska, the estimates must be at least 2 times higher.

Here is a PDF of North Slope/Arctic Ocean wells/leases: A R C T I C O C E A N (pdf). According to Alaskas Mineral Resources--Annual Report 1991: Annual Report 1992 the five test wells in the Chukchi Sea were drilled in 1990-91, then plugged and abandoned. Near Prudhoe you have the Northstar field, discovered in '83 and only brought online in 2001, which produces 47 kb/d, when its pipeline isn't being repaired for faulty welds that is. To its NE you have Mukluk, the most expensive dry hole in history - $2 billion in 1983. Not exactly a series of home runs.
This PDF: Operations, from exploration company TGS -NOPEC, says the Russian Arctic offshore area has had fewer than 200 test wells spudded, so who knows - they might have a Cantarrel kicking around somewhere. This doc has more info on the American test wells:
