This is a plan to change the way we spend our energy dollars in big urban areas. Interesting that in the article, it said that the energy waste that this tower alone wastes enough energy to power 9000 homes for a year. There is a plan set in place to repair/remodel over 16,000 single-pane windows that leak like a sieve on that place, along with other buildings in the "loop" (downtown area).
There is also a roof greening initiative, with the plants on the highest roof being solely alpine plants, due to the height. (which, I think, is a little bit silly to maintain.) Roofs on the lower floors may be a better choice. (The "tower" is really a series of..IIRC...9 buildings lumped together, kind of like 9 stalks coming out of a single base.)

Funding is planning on being sought for this 26 year project, the energy remodelling of the downtown area. I wonder if they realize what REALLY is on the horizon?....
