Lights still on in West Houston (surprisingly). The wind is beginning to stay loud - public briefing on local tv about basic post-storm stuff (water safety, power lines, etc..). Only 1 million expected to lose power...

But never fear - as an "Expert" with 3k+ posts I assure all that everything will be fine, not to fear. Also I investigated the matter a little further:
As of August 2008, construction of the GNL is approximately 99% complete! The facility remains on track and on budget.
The GNL achieved "substantial completion" in early August, with final completion projected within the next 30 days.
Finishing touches and final checks are ongoing in the building's interior. As these final checks are completed, we will begin delivering equipment and furnishings to the building.
Between August and September, we expect the majority of the laboratory equipment will be brought into the facility. Researchers and staff are also projected to begin moving into the facility during this time.
Preparations are on track and well underway for the GNL's formal dedication ceremonies on November 11, 2008. Check this site again soon for further information on the dedication ceremonies.
What are the dangers if a hurricane strikes the area?
The GNL is among the strongest and most heavily reinforced of all structures in the region. It is designed to meet hurricane building codes. Despite its structural integrity, plans are in place to shut down and secure all laboratory operations if a hurricane landfall is predicted near Galveston. This shut-down and decontamination can be done quickly, with all work in the facility ceasing, the lab locked down, and all biological and chemical material placed into secure storage and all the agents rendered noninfectious or destroyed.
What happens when the power fails?
As with all critical areas on the UTMB campus (which also is home to hospital facilities), the Galveston National Laboratory will have primary power plus independent backup power provided by multiple generators that are tested regularly.

20' storm surge in Galveston with a few hours until the eye passes and high tide moving in. Could we see a 30' surge ? It's 3' over the 17 ft sea wall as we speak.

And the most extreme wind conditions are found near the eye perimeter, which isn't a skinny line but rather an are of extreme turbulence extending outward some distance from the inner eye 'wall'. Therefore, for those areas experiencing the eye, maximum winds could start in an hour or so, plus of minus a bit depending on a host of assorted factors.
