My first reaction to this was that it is the work of a con-artist.
A quick look at their website merely confirms my initial thoughts.
What is a hybrid Fuel Cell anyway? |

I think you are both right. I've just looked at their web site too and it doesn't look very professional to me. I have two other comments.
Firstly, don't trust anything published by SCOOP. Second, if nobody else does, then I would like to start a thread on technology scams perhaps in the energy tech forum. Yes a 'semi-scam' I would guess. More mis-leading than outright scam. They probably fit an electrolysis system to your car run from the alternator and feed the hydroxy gas generated directly into the air intake.
There are some claims that this improves the burn efficiency of the fuel and therefore reduces fuel consumption. There are plenty of details out there on how to build these.
I don't know if this is what they have or not but I do know:
A) It is not a "fuel cell" and calling an electrolysis device a fuel cell is misleading at best. (they are of course opposites) (and making comparisons to Honda's new fuel cell car is not credible)
B) It does not cost $3500 to make one of these devices there are plenty of instructions on the web and it can be made for under $200.
C) It is unproven that it adds any fuel efficiency boost, let only 40%.
I notice they are now selling these on trademe.co.nz as well!

It says the listing was withdrawn by the administrator ... they must be already getting complaints.
Unfortunately these scam artists will be having a field day at the moment selling all sorts of devices that will "improve" your fuel efficiency.
People actually fall for stuff like this ...

Why anyone would want to believe such an obvious scam is beyond me. When you read crap like;
"retro-fits to 99.9% of all vehicles – provides up to 40% savings at the pump."
a blaring horn, blinking red lights, and a billboard sign in your head should be screaming,
"turn away"
"do not listen"
"leave the building"
"this is ca ca poo poo"
