It is no accident that during the days immediately following his appointment, several headlines in the press warned, "From Kosovo to Bolivia", alluding to the consul in question’s participation in the Yugoslav conflict as a diplomat during the 1990’s, during the fall and trial of President Slobodan Milosevic. Goldberg, as head of the U.S. mission in Pristina, capital of Kosovo, was one of the architects of Milosevic’s trial in International Court in The Hague, never recognized by the deposed leader who mysteriously died in his sleep in his cell and whose jailers ruled his death a suicide.

The diplomat’s experience in questions of "decentralization" and "autonomy," was no doubt the best guarantee for sending him to La Paz, where just three months after his arrival he had established links with businessman Branco Marinkovic, of Croatian origin, who not only leads the so-called Civic Committee of Santa Cruz, but was also one of the architects of the racist and elitist movement known as Nacion Camba, devoted to the division of Bolivians into whites and Indians, the underlying ideology of which was to identify those who can, and must, lead the country and those who only have the right to obey.

This is the position likewise taken by the governors and oligarchy of the departments of Benin, Pando and Tarija, where "by the way," the country’s largest oil and gas reserves are to be found.

The Nacion Camba has as its strong arm the so-called Comando Camba, composed of the Bolivian business elite, large landowners and the fascist youth of the Juventud Crucena, responsible for the worst attacks on the indigenous population in this department. All of this has been taken into account by those who have enriched themselves in the shadows of the transnational companies, who for more than two years now, since the government of President Evo Morales and the Movement Toward Socialism (MAS) came to power, fear the loss of their privileges and have done every thing they can, with the support of the U.S. embassy, to obstruct the revolutionary process and disrupt internal order, so as to make the country ungovernable. link

Bolivia sets vote on new constitution
A bitterly divided Bolivian Congress on Thursday approved a national vote on President Evo Morales' proposed constitution, which would grant greater political power to Bolivia's long-oppressed indigenous groups.

If approved by voters, Morales' constitution would outline a detailed bill of rights and considerable autonomy for the country's 36 indigenous groups, long shut out of power by the country's elite white minority. Opposition leaders say the charter places Indians over the rest of the population and fails to address demands for autonomy from four eastern states, which are fighting Morales' land redistribution plan and want to keep more of the region's gas revenues.

Morales has called for a May 4 referendum - the same day the eastern state of Santa Cruz, home to his fiercest opposition, will hold a vote on a proposal to declare autonomy. Three other opposition-controlled eastern states are expected to follow suit later in the year. link

Yesterday the National Congress approved legislation convening the two referendums related to the latifundia and the constitution approved by the Constituent Assembly last December in Oruro. The legislators also decided that only Congress can convene a departmental referendum, thus nullifying the call made by the authorities of Santa Cruz and Beni.

During the same event, Evo Morales condemned the attacks on his governmental action by the U.S. embassy since the new state political constitution was passed last December. Morales noted that there are embassies who are involved in politics and not diplomacy.

He revealed that the Washington legation headed by Philip Goldberg has approached former indigenous leaders and NGO’s to mobilize against the executive. He also affirmed that attacks aimed at destabilizing the country have increased since the new constitution established that there will never again be U.S. bases on Bolivian national territory. link

The US supported the apartheid regime in South Africa so it is no surprise it would support white racists in Bolivia. As long as they pucker up and pledge fealty to Washington. If these white racists made the mistake of actually acting in Bolivia's interests they would be demonized in the "free" media like there's no tomorrow.

Goldberg is just the instrument of the ages old tactic of divide and conquer.

God it must be annoying have a bunch of oreigners come to your country and tell you how you should live.

There isn't 1 right way, and it's not like the natives which chew the cocoa leaves are the ones committing crimes or anything.

I'm just assuming that's what the article is about...

Political tensions in this divided country threaten to deepen Sunday when voters in two Bolivian provinces decide whether to declare themselves autonomous from the leftist government of President Evo Morales.

The referendums scheduled in Beni and Pando provinces are the latest in a wave of autonomy votes that present the socialist president with his strongest challenge since taking office in January 2006. The votes have also sparked fears that this impoverished nation of 9.1 million may be on the verge of division or civil war.

Morales has called the referendums illegal and separatist but has so far refrained from sending in troops or police to stop the votes. Some analysts, however, speculate the government may make a stronger show of force this weekend, especially after anti-Morales activists violently prevented the president from addressing a rally in the historic capital of Sucre a week ago.

Soldiers and police have reportedly moved into Beni and Pando in the run-up to Sunday's vote. Gen. Luis Trigo, chief commander of the country's military, said Thursday that troops would be allowed to use lethal force to protect the president or follow other orders.

Already, pro-government activists have blocked some roads in Pando hoping to stop ballot boxes from reaching polling sites. Scuffles broke out Thursday as autonomy supporters attempted without success to break through the blockade.

Pro-autonomy activists have also taken to the streets and are reportedly forming self-defense militias. In the town of Guayamerin in Beni, activists even closed the local airport to stop government officials from arriving.

"The government is facing a combative and difficult opposition, and there's now a policy of permanent confrontation," said Santa Cruz-based constitutional lawyer Jose Antonio de Chazal. "This could result in more deaths." link

Western hegemonies such as the European Union will expand and fortify. Third world resource banks such as Bolivia will fall apart. That's going to be the future for the thrid world until the cupboards bare, then expect the forts to crumble as well.

"Morales is under pressure,'' David Scott Palmer, a professor of Latin American politics at Boston University, said in an interview. "This is an effort by Morales to lash out in a way that will deflect attention from his problems.''

Bolivia, the poorest country in South America, has the continent's second-largest reserves of natural gas, after Venezuela. Morales, 48, assumed the presidency in January 2006 after promising to take greater control of natural resources to help the country's largely poor, indigenous majority.

Yeay Morales! Nothing makes me happier than seeing Big Oil taking it in the shorts after abusing their power for so many decades. God I love these guys, Chavez, Morales, and the other nationalists. I wish we had someone like that in power in Canada. Stelmach of Alberta is pretty good. Called Encana's bluff.

They seize control in a furor of nationalist frenzy and then their production craters due to lack of investment.

Thats not what I would call leadership. It's stupid.
