If you read that entire article (which is very short), it actually refers to peasants seizing unused land from rich estate owners, not the government seizing homesteads.

In my area that would translate into Gov. takings of gated golf course communities, elite equestrian properties and farms transformed to residential use that grow only petunias in planters on the front porch.
I see no advantage to the Gov or general populace in taking small, productive farms and turning them over to other possibly less productive farmers when there is so much "unutilised" land available.
