A lot of people seem to be having this problem. I think there are two different systems now, and you have to be logged into the right one.

Try logging in twice. Click on the "register here" link on that error screen. Then scroll down and click on the user login at the bottom of the page that comes up. Log in, and try submitting news.

I get this message even though I'm already signed in.

I've signed out and signed back in a number of times. Same thing.
