Putin Accepts Erdogan’s Apology, Ends Quarrel between Turkey and Russia

Turkey’s President Recep Tayyip Erdogan met his Russian counterpart, Vladimir Putin, at Konstantinovsky Palace near St. Petersburg in the Turkish leader’s first trip abroad since the coup attempt and the sweeping crackdowns that followed — including claims that a U.S.-based Turkish cleric inspired the putsch.

The meeting between Putin and Erdogan “is a big deal . . . Turkish foreign policy now stands at a crossroads,” said Soner Cagaptay, director of the Turkish Research Program at the Washington Institute for Near East Policy.

“For the first time in recent memory, there is serious discussion of Turkey’s NATO membership,” he said. And some Turkish officials are questioning whether Turkey should move toward Russia, he said.

Erdogan “could easily accomplish this pivot,” Cagaptay said, especially given the reduced state of the Turkish military. The armed forces have the strongest interest in maintaining NATO ties, he said, but are damaged after undergoing thousands of arrests since the coup attempt.


Putin offers Turkey's Erdogan closer ties

Russia is ready to restore economic co-operation and other ties with Turkey, President Vladimir Putin has told his Turkish counterpart Recep Tayyip Erdogan in St Petersburg. It is Mr Erdogan's first foreign visit since an attempted coup last month. Mr Erdogan thanked Mr Putin, saying "your call straight after the coup attempt was very welcome"

The visit comes as Turkey's ties with the West have cooled over criticism of Mr Erdogan's purge of alleged coup-plotters.

Before leaving Turkey, Mr Erdogan referred to President Putin as his "friend" and said he wanted to open a new page in relations with Russia. Mr Putin said their talks would cover "the whole range of our relations... including restoring economic ties, combating terrorism".

... Before the dispute, Russia was a major export market for Turkish fruit and vegetables - so now Turkey is anxious to get the Russian import ban lifted. Ditto for TurkStream gas pipeline across the Black Sea and the Akkuyu nuclear plant being built by Russia's Rosatom in Turkey.

They back opposing sides in Syria. Turkey is furious at the scale of Russian air support for Syrian government forces, as Mr Erdogan reviles Syrian President Bashar al-Assad.
Russia has accused Turkey of backing Islamist anti-Assad groups, including some accused of "terrorism" in Russia.
Turkey is at war with the Kurdistan Workers' Party (PKK) and the PKK's Syrian allies. Mr Erdogan has accused Russia of arming the PKK.
For centuries Russia and Turkey have been rivals for influence in the Caucasus and Black Sea region.
Turkey was also angered by Russia's annexation of Crimea in 2014, accusing Moscow of violating the rights of Crimean Tatars. The Muslim Tatars have long had close ties to Turkey.

EU making 'serious mistakes' over failed Turkish coup: Turkish minister

The European Union is making serious mistakes in its response to Turkey's failed coup and is losing support for EU membership from Turks as a result, Turkey's foreign minister said on Wednesday.

In an interview with the state-run Anadolu agency, Mevlut Cavusoglu said Turkey's rapprochement with Russia was not meant as a message to the West. However, he said if the West "loses" Turkey it will be because of its own mistakes, not Ankara's good ties with Russia, China or the Islamic world.

His comments reflect the deep frustration in Turkey over the perception that Europe and the United States have given lukewarm support to Ankara after the failed July 15 coup, when a faction of the military commandeered tanks and warplanes in an attempt to topple the government.

"Unfortunately the EU is making some serious mistakes. They have failed the test following the coup attempt," he said in the interview, which was broadcast live.

"Support for EU membership used to be around 50 percent of the population, I assume it is around 20 percent now," he said.

Turkey is in an interesting position in a number of ways.

For one thing, if Erdogan does establish the death penalty in Turkey (because that is "the will of the people") doesn't that automatically eliminate the possibility of joining the EU? It has seemed to me for quite a while that Erdogan doesn't much care about joining but is quite willing to continue demanding visa-free travel for Turks in the EU as a way to keep the pot boiling in case something tasty hops out. Just speculation.

Erdogan remains in a strong position with regard to his influence over how many refugees can make it to Europe. The refugee question is of huge political importance in the EU and will remain so. It's a powerful tool for nationalist parties wanting to reduce refugee influx.

Turkey must be of tremendous importance in the minds of the powers that be in the EU because of its position along lines of supply of natural gas to Europe. Russia wants to be able to ship NG to Europe without it going through the Ukraine and the Turk Stream project is back on the table. Russian NG already goes to Turkey through the Blue Stream pipeline that crosses the Black Sea from Novorossisk to Samsun; Turkish Stream will be two pipelines when completed, and reach Turkey close to the border with Greece.

The TANAP pipeline that is under construction will carry NG from Azerbaijan through Georgia and Turkey to connect with a pipeline across Greece that will carry NG to Italy, affording another input. Iran has expressed interest in buying into TANAP and possibly later shipping NG on it--more NG in Turkey for the EU to gaze at. If a pipeline were constructed across the Caspian from Turkmenistan to Azerbaijan (a distant possibility at present) still more NG would be available through Turkey. A smaller pipeline has been mentioned to carry NG to Europe from the recent fields discovered off Israel, via a pipeline through Turkey, but that would be a while yet.

(There was mention last week that a NG pipeline from Russia to Bulgaria, which was objected to by the EU for anti-monopoly reasons, is going ahead. Russia is having a good time poking the EU in the ribs, and I confess that I can't blame her for it.)

Turkey looks to me to be in the catbird seat, with regard to the EU. And then there's the question of Turkey's tactical and strategic value to NATO...

U.S. Tells Families of Istanbul Consulate Employees to Leave Turkey

The U.S. government has ordered family members of its Istanbul consulate workers to leave Turkey over security concerns.

A travel warning issued by the State Department on Saturday says the decision is based on security information that indicates extremist groups are continuing aggressive efforts to attack U.S. citizens in Istanbul.
The U.S. Department of State continues to warn U.S. citizens of increased threats from terrorist groups throughout Turkey. U.S. citizens should avoid travel to southeast Turkey and carefully consider the risks of travel to and throughout the country. The U.S. Department of State is updating this Travel Warning to reflect the October 29, 2016, decision to order the departure of family members of employees posted to the U.S. Consulate General in Istanbul, Turkey. The Department of State made this decision based on security information indicating extremist groups are continuing aggressive efforts to attack U.S. citizens in areas of Istanbul where they reside or frequent. The Consulate General remains open and fully staffed

The warning is an update to one issued last week of increased threats from terrorist groups in Turkey. U.S. citizens were told to avoid travel to the southeast part of the country and to consider travel risks.

According to the State Department, international and indigenous terrorist organizations in Turkey are targeting U.S. and other foreign tourists.
The Governor of Ankara, acting under the authority of the recently-extended state of emergency, and on the basis of reported terrorist threats against cities in Turkey, has banned all demonstrations in Ankara province until November 30. The Department continues to monitor the effects of the ongoing state of emergency; recent terrorist incidents in Ankara, Istanbul, Gaziantep, and throughout the Southeast; recurring threats; visible increases in police or military activities; and the potential for restrictions on movement as they relate to the safety and well-being of U.S. citizens in Turkey. Delays or denial of consular access to U.S. citizens detained or arrested by security forces, some of whom also possess Turkish citizenship, continue.

Foreign and U.S. tourists have been explicitly targeted by international and indigenous terrorist organizations in Turkey. In the past year, extremists have carried out attacks in France, Belgium, Germany, Mali, Bangladesh, Tunisia, and Turkey. Additional attacks in Turkey at major events, tourist sites, restaurants, commercial centers, places of worship, and transportation hubs, including aviation services, metros, buses, bridges, bus terminals and sea transport, could occur. Extremists have also threatened to kidnap and assassinate Westerners and U.S. citizens. U.S. citizens are reminded to review personal security plans, monitor local news for breaking events, and remain vigilant at all times.

U.S. Government personnel in Turkey remain subject to travel restrictions in the southeastern provinces of Hatay, Kilis, Gaziantep, Sanliurfa, Sirnak, Diyarbakir, Van, Siirt, Mus, Mardin, Batman, Bingol, Tunceli, Hakkari, Bitlis, and Elazig. In particular, the U.S. Mission to Turkey may prohibit movements by its personnel to these areas on short notice for security reasons, including threats and demonstrations. Due to recent acts of violence, such as the August 20 suicide bombing in Gaziantep, the September 12 bombing in Van, and the potential for reprisal attacks due to continued Turkish military activity in Syria, U.S. citizens are urged to defer travel to large, urban centers near the Turkish/Syrian border. Finally, the Government of Turkey has closed its border with Syria. Border crossings from Syria into Turkey are prohibited, even if the traveler entered Syria from Turkey. Individuals seeking emergency medical treatment or safety from immediate danger are assessed on a case by case basis.


Turkey fires 10,000 more civil servants, shuts media outlets

ISTANBUL — Turkey expanded its sweeping post-coup crackdown over the weekend, issuing two new governmental decrees that dismissed more than 10,000 civil servants and shutting down 15 mostly pro-Kurdish media outlets.

The decrees were passed Saturday, also instituting changes in due process and university administration.

Such decrees have been used to suspend tens of thousands of people from the public sector over suspected links to what the government calls terror organizations.

The latest dismissals include 2,534 personnel from the Justice Ministry, 2,219 from the Education Ministry, 2,774 from the Health Ministry, 1,267 from higher education institutions and 101 from the armed forces. The remaining 1,236 dismissals were across several different government departments and agencies.

The purges are aimed to eradicate a network linked to U.S.-based Muslim cleric Fethullah Gulen, which Ankara accuses of orchestrating the attempted coup. Gulen denies any involvement.

But Turkey’s main opposition party and human rights groups have, however, accused the government of using emergency powers to clamp down on other dissenting voices— not just the Gulen movement— including Kurdish and left-leaning individuals and media outlets.

Saturday’s decree also shuts down 15 mostly pro-Kurdish media outlets over alleged terror ties, including several newspapers, magazines, radio and television channels as well as the Dicle News Agency.

According to the latest figures by the Turkish Journalists’ Association, this latest round of closures brings the total number of outlets shut down to 170. In addition, 105 journalists have been imprisoned, over 700 press credentials revoked and a third of the media are currently unemployed.

The decrees also now allow judges to restrict suspects’ access to lawyers as well as the recording of conversations between terrorism suspects and their lawyers.

The decrees also abolish elections for university presidents, who will now be directly chosen by President Recep Tayyip Erdogan among three candidates presented by the Board of Higher Education.

The western Europeans refused to allow these borders because they placed the known oil areas of Syria and northern Mesopotamia (Iraq) in the control of Turkey and gave them a greater foot hold in continental Europe. The French and British oil companies wanted those oil areas to be under the control of new nation states that owed their existence to France and the UK so they could get the best possible deals on exploiting those known oil fields.

Here is the thing, during World War II the free french and UK could have gotten Turkey to join the allies by simply offering to return these lands. If they had done so the entire course of the war might have been very different as sending aid to the USSR in 1941 would have been easy enough they could have stalled Hitlers advance then, and shortened the war by at least a year.

Fazit: Die Türkei unter der AKP-Herrschaft wahrt nicht mal mehr die Fassade der Rechtsstaatlichkeit. Das Land unterscheidet immer weniger von einer offenen islamistischen Diktatur.

Still no characterization of Erdogan as a tyrant or dicator in the NATO mass media. The same mass media that routinely smears Putin with claims of tyrant and dictator. But then the NATO mass media actually tries to present al-Nusra as moderates. The NATO mass media is a collection of government mouthpieces posing as independent journalism.

We have to be nice to Erdogan, otherwise he'll start flooding Europe with refugees again. I was really disappointed that the military coup earlier this year failed.

Turkey's Erdogan could govern until 2029 under plans to change constitution

ANKARA (Reuters) - President Tayyip Erdogan could govern Turkey until 2029 with expanded executive powers under proposals the ruling AK Party hopes will go to a referendum next spring, officials who have seen the latest draft told Reuters on Wednesday.

Erdogan and his supporters argue Turkey needs the strong leadership of an executive presidency, akin to the system in the United States or France, to avoid the fragile coalition governments that hampered its development in the past.

Opponents see the proposed change as a vehicle for Erdogan's ambition, and fear it will bring increasing authoritarianism to a country already under fire from Western allies over its deteriorating record on rights and freedoms, especially after widespread purges in the wake of a failed military coup in July.

Under the latest draft, presented to the MHP on Tuesday, Erdogan could assume the position of "acting" executive president immediately after the referendum if the changes are approved. A presidential election would then be held, as scheduled, when his term expires in 2019.

Under the constitution's current two-term limit and provided he wins the 2019 election, Erdogan would be able to rule until 2024 only. But under the proposed executive presidency, the clock would reset, allowing him another two terms.

According to two senior officials who have seen the draft, the president would be eligible to serve a maximum of two five-year terms and would be able to issue presidential decrees on most executive matters without the need to consult parliament.

The president would have up to two deputies and would directly appoint the heads of the military and intelligence agencies, university rectors, senior bureaucrats, and some top judicial bodies, expanding the powers of the role, the officials said.

Turkey, which aspires to join the EU, has dismissed or detained more than 110,000 civil servants, members of the security forces and other officials in a crackdown it says is justified by the gravity of the threat from the July 15 putsch.

Erdogan has ridden a wave of nationalist support since the abortive coup, vowing to crack down on Turkey's enemies at home and abroad, and support from the MHP will be vital for realizing his ambition of a stronger presidency.

President Recep Tayyip Erdogan will be able to rule by decree under a proposed new executive-presidential system, Prime Minister Binali Yildirim said.

Most legislative matters, with the exception of the budget, would continue to come from parliament, Yildirim, who heads the ruling Justice and Development Party (AKP), was quoted as saying by the state-run Anadolu news agency on board a plane to Russia.

Erdogan already has the power to rule by decree under a current state of emergency, put in place after a failed coup attempt in July.....

To characterize these terror acts as some sort of struggle against tyranny in Turkey is nonsensical. These are clearly punishment aimed at Turkey for not backing the Syrian jihadis to the level that it was before. Erdogan is too friendly with the Russian kaffirs. He dares broker ceasefires between the Syrian government and the real rebels while letting the terrorist fraction remain under pressure.
