I suppose one could consider the poorest of the poor in the cities economic refugees in a sense. They are migrants from the farm lands where they have been displaced by machines. Also they have been made redundant from the factories through globalization and automation. As Tanda notes the robust males are controlled through the criminal justice System, prision.

Also, the migrants may be traditional Europeans displaced by civil war between Westerns and immigrants. It will be much harder to turn away thousands of Dutch, German, Spanish, Sweedish, etc. it will be interesting to see how the political parties react to immigration by West Europeans.

This is the grim reality of the future we face because the circumstances will be such that life boat ethics will be utilized. Either you or others. Having said that, this is no reason to disavow one's humanity and compassion. That difficult choices must be made does not necessitate our ignoring human suffering among humans. It is precisely by practicing humanitarian ideals that humans can assist and avail of each other. The realities will dictate that some will make it and some will not. Through it all the survivors will be making the choice to either descend to cruel selfish barbarism or too practice communal caring and humaneness. Refugees who can be incorporated will be, those who cannot will not.
