I'm glad you asked. The human mind, or brain or whatever loves to categorize especially in ways that defy logical explanation. If LENR is categorized as the same thing as cold fusion why aren't motion pictures called "rapid monotonically-sequenced slide shows"?
By pushing LENR into the category of "cold fusion" the presenter falls victim to a logical fallacy: poisoning the well. Since cold fusion has been disgraced creating this association transfers the stigma to LENR effortlessly.

Sort of like a "gold rush" where there are several prospectors hyping their Eldorado mother-lode bonanzas. Insomma una vera e propria bomba altamente pericolosa. Ma sembra che ci sia di più. In almeno uno dei depositi sarebbero state trovate tracce di diossina, il pericolosissimo veleno della tragedia di Seveso.

After chemical analysis, it turns out that the substance is a mix of untreated toxic waste which contain highly dangerous chemical solvents with high presence of chlorine and sulphuric acid. In sum, a true bomb, highly dangerous. It seems that there is more. In at least one of the deposits, there appear to have been found traces of dioxin, the very dangerous poison of the Seveso tragedy.

Since some clown ( probably a “millionaire” clown, who has teamed up with a puppet snake) has put on the net an unvalid invoice from Leonardo Corporation, while our attorneys are working on the issue, I deem opportune to clarify the policy of Leonardo Corporation regarding the commercial licenses.
We give exclusive commercial licenses for limited territories. When the interested persons ask to us a commercial license to sell the E-Cats we make an offer. The price of the license depends on many factors, regarding the Territory. If the interested persons agree upon the text that we propose, we send a text of an agreement, which is obviously covered by NDA. The uncorrect persons do not respect the NDA and our attorneys take care of them. Einstein, you cannot sell products without proper governmental certifications and authorizations. The legal powers of "Licensing" are defined by lawmakers. The idea of buying uncertified, unapproved licenses to sell consumer products is ridiculous - because the designations lof "licenser or "licensee" are contingent upon well-standardized procedures and legal requirements for becoming a "licenser". Even if the technology and equipment is completely real and does exist in factory-ready form, without certifications no one could do any legal business! The proper certifications HAVE to be there. Contractual arrangements for licensers/licensees are standard since this sort of thing is done all the time for a variety of consumer products. In order to be a legally a licenser, you have to have an approved consumer product. Similarly, in order to be a legal licensee, a government approved consumer product must actually exist.
If an entity interested in eventually becoming a licensee sent money to an uncertified, unapproved company, they couldn't be called a "licensee". If the money were accepted, they would have to be a called a "venture capitalist" or an "investor" because they would be betting that the consumer product would eventually be licensed by the government - and so the "Licensee" title could then be applied legally to the investing entity - who would have specified these terms in the original investment agreement contract.
It's embarrassing to have to explain repeatedly these basic realities of doing business to you. This is something that is obvious to anyone except the brainiacs on PO.com.
Any legal entity can be a venture capitalist. You just have to assume the risk of loss. There is nothing wrong with this. It's how the world works. However, none of these companies are asking for VC funds from ordinary mom & pop investors. All of them appear to be capitalized well from professional VC's - whether they be corporations, the military, hedge funds, private investment groups or perhaps wealthy individuals. There does not appear to be any shortage of interest in LENR by these groups.
The investment capital raised by these competing LENR companies is not at all high relative to many other VC projects. These LENR companies are raising VC funds measured in the low millions - chicken scratch, really.

Do you have any idea how many "mom & pop" investors were damaged by Bernie Madoff's little scheme?
Where do you think the hedge funds etc get their money from.
Just like the Madoff Ponzi scheme, fund managers are quite prepared to gamble other peoples money in return for an immediate commission on the funds invested.
If the promised return is high enough and the flim-flam is glossy enough then plenty of fund managers would fall for it.

If it's given a green safety light by government authorities, then sure it would.
Any consumer product that utilizes a "nuclear" process would be regulated by government. Any person or company interested in becoming a licensee for a LENR product - whether to manufacture or sell - would be subject to laws pertinent to consumer goods and manufacturing standards. Everyone is familiar with government regulation.
No sales of any kind could take place without these. No potential licensee would throw money away on something that has not been certified and authorized by government. I wonder whether the Nuclear Regulatory Commission in this country might step in at some point and issue its own licensing requirements for LENR devices, if and when they are proven and factory-ready.
Defkalion has collected a list of interested parties to a possible future licensing agreement with them. A month or so ago, they released a notice to these entities informing them that independent testing results were forthcoming in July/August 2012, along with the necessary certifications and authorizations, ...and also the unveiling of an operational, factory-ready prototype LENR device for consumer applications. The notice said that interested parties should begin making more definite plans.
