Yes, that's right. I picked this article up from a news portal but didn't spot the date! It just goes to show that the NZ government has known about PO for at least 2 years, and their response was to introduce biofuels (3.4% of fuel sold by oil companies to be biofuels by 2012) and electric cars. Judging from the recent response from the Minister, it appears that little has changed in spite of the article saying that the PM was considering moving the country completely away from oil by 2020. If there is a change in government this year, I will contact the new Minister.

There was a quote of Helen Clark from sometime in 2006 or 2005 saying something vague like "it appears we may be at a peak of production", this article is probably in response to that.

New Zealand's government, nor any other government will "do" anything "about" Peak Oil. Nothing can really be done to replace it as a fuel source and, chances are, they already know this. We will all fight over the remaining oil until it's gone, gradually or rapidly reducing our use until it becomes so scarce that it is prohibitively expensive. At that point, we'll all be forced to "do" something - namely power down. Many fewer people will be supported by the economy and likely die-off.

I honestly don't see the point in freaking-out the average citizen. It would just make him or her dispair and probably become violent.
