All teasing aside, I think when the archeologists of the future look back on this era, they will consider it a miracle that somewhere between 1 and 3 million barrels per day of a flammable liquid were pumped out of this place, despite there being a war, civil war, prolonged insurgency or whatever you want to call it.
I guess what that tells you is that this is where the priorities are. Not trivialities like water and electricity for the population.
