OUSTON, Jan 10 (Reuters) - BP Plc (BP.L: Quote, Profile, Research) was beginning a massive overhaul on Thursday of the gasoline-producing unit at its Los Angeles-area refinery, according to sources familiar with refinery operations.
Up to 4,000 contract workers are expected to be employed in the two-month overhaul of the 103,000-barrel-per-day (bpd) gasoline-producing fluidic catalytic cracking (FCC) unit at the 265,000 bpd refinery in Carson, California, the sources said.

Much of the decline will be due to planned and unplanned work at two of Valero's Gulf Coast refineries,

Feb. 5 (Bloomberg) -- Royal Dutch Shell Plc, Europe's largest oil company, said it has cut supply of raw material to the coker unit at its Deer Park, Texas, refinery after the unit malfunctioned, resulting in flaring of gases.
The unplanned unit shutdown resulted in emissions of more than 1,000 pounds of carbon monoxide and more than 35,000 pounds of sulfur dioxide into the air, Shell said in the filing to the state air quality regulator. Other gases including nitrogen oxide and propane were also flared, according to the filing.

Looks like a rough weekend for the refiners. The TSO refinery had a lot of problems last fall and was a major cause of these guys missing their numbers in Q4.

Here is the list of current refinery issues.
By my reckoning, the current operable unleaded capacity is about 8.9 mbpd. This is going to be pretty close to what we see in the weekly petroleum status report.
I am alarmed that the DOE has no more of a grip on this situation than we do.

NEW YORK, Feb 22 (Reuters) - Valero Energy Corp (VLO.N: Quote, Profile, Research) said on Friday that some units at its 182,000-barrel-per-day refinery in Delaware City, Delaware, were still in restart after a power outage earlier this month shut all units.
"Not much update at Delaware City. The crude, FCC and coker are up. Further units are still in the restart process. We will probably have further details next week,"
HOUSTON, Feb 18 (Reuters) - Tesoro Corp (TSO.N: Quote, Profile, Research) said on Monday processing units at its 95,000 barrel per day (bpd) Kapolei, Hawaii, refinery were "gradually being brought back into operation" so production can resume after a Saturday night power outage and fire.
By the way, the summary we did last week that called for 8.9 mbpd of unleaded production proved to be pretty well calibrated. Actual production was 8.8.
