Even if PO were not upon us, this solution is laughable. 20 Percent by 2020? Even if it was BAU, we'd increase usage by 20 percent in the next 10 years, and we'd only be treading water.

Of course, if you believe, as do I, that we'll be at about 50% oil production on or about 2020, then this sort of flimsy, facially-appeal-to-the-moronic-constituency legislation becomes gallows humor.

1. It makes more sense than most things. It means that, about the year 2020, oil production will be 1/2 of what it is today.
