You can laugh all you want, but for that cost in components, it is perfectly possible, provided you modify the car for load reduction. People are doing 40 mile range cars for that same cost that can top 90 mph and do 0-60 mph in 12 seconds, and their chassis/body has no attention paid to efficiency other than how the automakers already built them. Cut the load in half, and provided battery capacity stays the same, you double the range at the same speed, but with lead acid batteries, a lower load will increase capacity due to Peukert's effect.
