Except, the dollar has been stable and even strengthening lately while there new highs are happening. The dollar may be a land duck like Bush, but it doesn't account for all of the price. Look to Chindia for that.

Tapis is a high-quality oil, but it's also expensive due to infrastructure reasons. It's sold in Asia, where supply has been tighter than in the rest of the world.
Oil is not perfectly fungible. There isn't a pipeline from Ghawar to Singapore. Tankers, ports, etc. have limited capacity. You can't just send the oil you usually send to the US to Asia because the price is better.
IMO, this is why the Saudis have been selling oil to the US at a discount. It's not to make nice with us, or because Bush is twisting their arms. They'd send it to Asia if they could, but either there aren't enough tankers, or it would be so expensive that it's not worth it.
