Ritter, Democrats outline renewable-energy economy plan

Gov. Bill Ritter and Democratic lawmakers outlined their plans Wednesday to build an eco-nomic engine around renewable energy, including new transmission lines, more electricity from alternate sources and rewards for households and businesses that produce more energy than they consume.
